Approval of the English language alongside the French language
that will continue as the mother tongue of C.O.M.
Reason: as result of the 4th discussion point of the plan debated by the C.O.M.
Congress on 29th January 2006 in Zutphen (Netherlands), and in order to facilitate
the communication between the C.O.M. member countries in general.

Proposal n° 2 (C.D.-C.O.M.)
In accordance with Articles 7 and 8 of its Statutes, C.O.M. requests the ratification
of Ireland as a new member country, to be represented by “C.O.M.
Ireland” (c/o Mr. Edward J. Darcy, 13 Fancourt, Balbrigghm, Co Dublin,
Eire).
C.O.M.-B.D. advance notice: YES
Note: In case that the majority of C.O.M. member countries respond “YES”
to this proposal, the Irish breeders will be allowed to participate with their
birds in the next World Show and/or C.O.M. International Exhibitions.
Proposal
That the available e-mail addresses of the C.O.M. member countries
be also notified in the “Official List of Addresses” published in
every “Les Nouvelles de la C.O.M.”/“The C.O.M. News”.

| O.M.J. TECHNICAL REPORT |
The O.M.J. Meeting took place on 2nd September 2006 from 09.00 hrs
to 13.00 hrs.
The following important points were considered:

Goals for 2007
•
Comments on the cancelled World Show of Zutphen
•
Analysis of the “Standards” manuals under preparation
•
Elections and re-elections to the O.M.J.-E.C.
•
International Exhibitions for 2006: appointment of supervisors
•
O.M.J. judges’ examinations for all groups and in different languages
•
O.M.J. judges’ examinations in 2006 and appointment of supervisors
•
Final allocation of judges per country for the 2007 World Championship:
•
O.M.J. administrative and technical proposals
•
Next technical meeting of expert-judges in 2007 (Section F – Exotics)
•
Various
| O.M.J. ADMINISTRATIVE PROPOSALS |
Proposal n° 1 (Netherlands)
Whenever changes are introduced to C.O.M./O.M.J. bird sections and/or classes,
and even though these are announced in “Les Nouvelles de la C.O.M.”
(“The C.O.M. News”) of September, they should come into effect only
after the publication of the next “Les Nouvelles” of March, which
is after the show season.
Reason: to comply with the changes immediately after September and having
to introduce last minute related changes just before a show, causes much work
and additional
tasks.
O.M.J.-E.C. advance notice: YES
| O.M.J. TECHNICAL PROPOSALS |
In view of the fact that there have been no O.M.J. technical proposal, no related
action need be taken as per section immediately below.
| REVIEW OF O.M.J. PROPOSALS |
-- The national C.O.M.s or equivalent entities (member countries)
are requested to respond « YES » or « NO » to each one
of the administrative and/or technical proposals.
-- These replies must reach the O.M.J. President, Mr. P. Groux, by 15th
November 2006.
A copy should be addressed to the O.M.J. Secretary, Mr. A.
Paparella.
-- The stipulated minimum period of 5 years to allow the presentation or adoption
of new technical proposals in any approved bird section, is shortened to 3 (three)
years.

Until such time as the formal replacement of the O.M.J.-E.C. member in charge
of section E (Type canaries) takes place, it has been decided that Mr. Ernest
Gracia, present C.O.M.-B.D. Assistant General Secretary,
will also assume this task.
The announcement for the formal election procedure of
Member in charge of Section E will be published in “Les Nouvelles de la
C.O.M.” (“The C.O.M. News”) in March
2007. The election will take place during the O.M.J. Congress in January 2008.

Subject to an amendment proposal to the C.O.M. / O.M.J Statutes and Regulations,
the C.O.M. Board of Directors, during the course of its meeting of 3rd September
2005 at Zutphen, has decided that:
•
No member country may nominate a candidate for the C.O.M.-B.D. and/or O.M.J.-E.C.
that does not have his/her residence in that same country.
•
O.M.J. judges may be listed in another country not being their country of residence,
provided they are members of an organisation affiliated to the C.O.M. from
that same country.
As
far as World Shows are concerned, only O.M.J. judges who have their residence
in the country organising the World Show may be appointed to judge there.
| O.M.J.-E.C. DECISIONS |
- Section E – TYPE CANARIES
The O.M.J.-E.C. has decided to introduce a more logical sequence to the different
classes of Section E, regrouping the birds in accordance with common characteristics,
as follows:
- Frilled Canaries of
heavy form
- Frilled Canaries of light
form
- Frilled Canaries of light
form with characteristic position
- Smooth Feathered Canaries
with characteristic position
- Smooth Feathered Canaries
of type and position
- Smooth Feathered Canaries
with crest and plainhead partner
- Smooth Feathered Canaries
with characteristic feather design

This new arrangement will come into effect as from the 2007 C.O.M. Shows and/or
World Championships.
- Section
F1 – DOMESTIC EXOTICS – “Lilac-breasted” Gouldian Finch
In consideration of the significant increase in the number of these birds bred
and exhibited in national and international shows, the O.M.J.-E.C. has decided
to assign particular classes to the “Lilac-breasted” mutation (classes
69 and 70).
See detailed list in the attached hereto Appendix No. 3 (Sections and
Classes).
This new arrangement will come into effect as from the 2007 C.O.M. Shows and/or
World Championships.

It is with deep sorrow that the announcement is made of the death
of our fellow, O.M.J.-E.C. Member in charge of Section E (Type Canaries),
| JUAN MOLL CAMPS |
Forever will be remembered the so many years of friendship and working together with Juan! On behalf of all the C.O.M. family, utmost sincere condolences are offered.
(Below, the homage paid by the C.O.M. General President, in the mother tongue of Juan Moll Camps - Spanish -, during the official meeting on 1st September 2006, in Torremolinos):
“Estimado y gran amigo Juan,
Esta es nuestra primera reunión sin ti. Un asiento vacío representa
tu presencia hoy aquí entre nosotros y así deseamos rendirte todo
honor.
Si nos puedes ver desde arriba, seguro que sonríes y te das por satisfecho.
Mi gran amigo Juan, éramos amigos desde hace muchos años. Siempre
fuiste una persona seria y comprometida, para quien era un gran honor servir
como miembro de la O.M.J., responsable de la sección de canarios de postura.
En nombre de la Directiva de la C.O.M. y de la O.M.J., deseo aquí manifestar,
amigo Juan, que nunca te olvidaremos, y estarás siempre presente en nuestras
mentes y en nuestras memorias. Recibe este fuerte abrazo de todos como recuerdo
eterno.
Y ahora les pido que se levanten y guarden un momento de silencio en memoria
de nuestro amigo Juan.”
