It is compulsory for such proposals to be written in French, the official language of the C.O.M.

During the September Congress, the C.O.M. Board of Directors and the O.M.J. Executive Committee examine the administrative and/or technical proposals received from member countries and issue advance notice regarding their possible application. In such cases, the C.O.M.-B.D. and/or the O.M.J.-E.C. may themselves introduce administrative and/or technical proposals. It is of no use for member countries to insist on presenting proposals on the same subject matter in a period of three years. These will, effectively, be automatically refused.

To this effect, extracts of the « O.M.J. Internal Regulations » (paragraph 1 – Congress – Meetings) are provided:

    • Meetings of experts from different member countries are held at least once a year, in order to create and/or change Standards and/or descriptions of birds that may be exhibited or participate in competitions.

• During these meetings, O.M.J.-E.C. also reviews the nomenclature of classes of the section(s) under consideration. In case of any modification, it will introduce a technical proposal for approval by the member countries.

• The period between the presentation of new or amending technical proposals and its application to a section is, at least, of three (3) years.
