C.O.M. ADMINISTRATIVE PROPOSALS

 

Proposal n° 1 (C.D.-C.O.M.)

To keep the registration fee per exhibit bird at a maximum of € 8,00 and the price of the general catalogue at a maximum of € 12,00, as from the 2007 World Championship and for three years (2007, 2008 and 2009 World Shows).

Reason: to protect the breeders from unjustified increases.
C.O.M.-B.D. advance notice: YES

Proposal n° 2 (l’U.O.F.-C.O.M. France)

That the Organising Committees of the World Championships appoint someone who can speak French to be in charge of the conveyors (French being the official language of C.O.M.); that a conveyor from each country may at least understand French; and that the instructions to conveyors during a World Show are issued in French.

C.O.M.-B.D. advance notice: YES, favourable .

REVIEW OF C.O.M. PROPOSALS.



• The national C.O.M.s or equivalent entities (member countries) are requested to respond “YES” or “NO” to each one of the administrative proposals.

• These replies must reach the C.O.M. General President, Mr. C.G. Maandag, before 15th November 2005. A copy should be addressed to the C.O.M. Assistant General Secretary, Mr. E. Gracia.

• During the Congress of the first weekend of September, the C.O.M. Board of Directors examines the administrative and/or technical proposals received from member countries and issue advance notice regarding their possible application. As may be necessary, the C.O.M.-B.D. may itself introduce proposals. It is of no use for member countries to insist on presenting proposals on the same subject matter in a period of three years, as they will, effectively, be automatically refused.


O.M.J. TECHNICAL REPORT


The O.M.J. Meetings took place on 2nd September 2005 from 09.00 hrs to 17.00 hrs, and on 3rd September 2005 from 15.00 hrs to 17.00 hrs.

The following important points have been examined:

• Goals for 2006
• Comments on the World Championship of Bad Salzuflen
• Analysis of the “Standards” manuals under preparation
• Elections and re-elections to the O.M.J.-E.C.
• International Exhibitions for 2005: appointment of supervisors
• O.M.J. judges’ examinations for all groups and in different languages
• O.M.J. judges’ examinations in 2005 and appointment of supervisors
• Allocation of judges per country for the 2006 World Championship:
• Consideration of O.M.J. administrative and technical proposals
• Next technical meeting of expert-judges in 2006 (section E – Type Canaries)
• Disciplinary problems
• Various


O.M.J. ADMINISTRATIVE PROPOSALS.

This year there was no O.M.J. administrative and/or technical proposal. Therefore, the following instructions, entitled “Review of O.M.J. proposals”, are not applicable in this particular case.

REVIEW OF O.M.J. PROPOSALS

• The national C.O.M.s or equivalent entities (member countries) are requested to respond « YES » or « NO » to each one of the administrative and/or technical proposals.

• These replies must reach the O.M.J. President, Mr. P. Groux, by 15th November 2005. A copy of these should be addressed to the O.M.J. Secretary, Mr. A. Paparella.

• The stipulated minimum period of 5 years to allow the presentation or adoption of new technical proposals in any approved bird section, is shortened to 3 (three) years.

C.O.M. / O.M.J. ADMINISTRATIVE COMMUNICATION

In anticipation of a proposal of adaptation of the C.O.M. / O.M.J Statutes and Regulations, the C.O.M. Board of Directors, during its meeting of 3rd September 2005 at Zutphen, has decided that :

                • No member country may nominate a candidate for the C.O.M.-B.D. and/or O.M.J.-E.C. that does not have his/her residence in that same country.

                • O.M.J. judges may be listed in another country not being their country of residence, provided they are members of an organisation affiliated to the                   C.O.M. from that same country.
                  As far as World Shows are concerned, only O.M.J. judges who have their residence in the country organising the World Show may be appointed to                   judge there
.
