Minutes of the O.M.J. CONGRESS held in Bad Salzuflen (Germany)
on 21st January 2005 at 18.00 hrs

Agenda:

- Roll-call of Member countries.

1. President’s address.
2. Secretary’s report of activities.
3. Elections (re-elections) to the Executive Committee office of:
          • O.M.J. Member, in charge of Sections A, B, C (Singing Canaries)
          • O.M.J. Member, in charge of Section E (Type Canaries)
          • O.M.J. Member, in charge of Sections G, H (European Fauna and Hybrids)
          • O.M.J. Member, in charge of Sections I to N (Psittacines)
4. O.M.J. administrative / technical proposals (results).
5. Other issues:
          • O.M.J. judge examinations.

- Allocation of Judges for the 2005 World Championship “Bad Salzuflen”.


The O.M.J. President, Pierre Groux, opened the meeting at 18.00 hrs.

Mr. Erich Peters, President of the Organising Committee of the World Show and the C.O.M. General President welcomed all those present.

Present: members of the Control Commission, the delegates from 18 member countries and the O.M.J. judges appointed to officiate at this World Show.
The O.M.J. Secretary announced the countries in attendance, namely: Austria, Belgium, Cyprus, Czech Republic, France, Germany, Great Britain, Greece, Israel, Italy, Malta, Netherlands, Portugal, Slovenia, Spain, Switzerland, Turkey and Venezuela.
The Secretary then circulated a register and requested the judges to sign against their respective names.

The President, Mr. Pierre Groux, welcomed those present.

1. The O.M.J. President delivered his address (see Appendix No. 9).
2. The O.M.J. Secretary reported on the activities of the Executive Committee relating to the year 2004 (Appendix No. 10).
3. Elections (re-elections) for the O.M.J. Executive Committee:
All candidates were invited by the President to introduce themselves to the Congress.
(In accordance with C.O.M. Statutes, art. 12, the C.O.M.-B.D. and O.M.J.-E.C. members are elected by the member countries in secret vote, by absolute majority in the first round or simple majority in the second or subsequent rounds).
          • Election for the office of O.M.J. Member, in charge of Sections A, B, C (Singing Canaries):
                    Candidate: M. Level (France).
                    There was no need to vote. Mr. M. Level was automatically elected for a three-year term ending in 2008.

          • Election for the office of O.M.J. Member, in charge of Section E (Type Canaries):
                    Candidates: Juan Moll Camps (Spain), re-eligible and J. Verbelen (Belgium).
                    First round results: J. Moll Camps: 13 votes and J. Verbelen: 5 votes.
                    Mr. Juan Moll Camps was therefore re-elected for a three-year term ending in 2008.

          • Election for the office of O.M.J. Member, in charge of Sections G, H (European Fauna and Hybrids):
                    Candidates: G. Cortese (Italy), re-eligible and K. Fauconnier (Belgium).
                    First round results: G. Cortese: 13 votes and K. Fauconnier: 5 votes.
                    Mr. Gino Cortese was therefore re-elected for a three-year term ending in 2008.

• Election for the office of O.M.J. Member, in charge of Sections I to N (Psittacines):
                    Candidates: J.P. Rotzetter (Switzerland), re-eligible and J.C. Meunier (Belgium) and J. Bescond (France).
                    First round results: J.P. Rotzetter: 10 votes and J.C. Meunier: 5 votes and J. Bescond: 3 votes.
                    Mr. J.P. Rotzetter was therefore re-elected for a three-year term ending in 2008.

4A. Administrative proposals (results):

• Proposal No. 1 (O.M.J.-E.C.):
          Following the recent experts’ meeting and after considering the participation in the last World Shows, the O.M.J.-E.C. proposes a new classification for           Section D (Coloured Canaries), to take effect as from the “2006 World Championship”
          O.M.J.-E.C. advance notice: YES.
          Results: Austria, Belgium, Croatia, Czech Republic, France, Germany, Great Britain, Israel, Italy, Netherlands, Portugal, Spain and Switzerland: YES.
          Congress decision: YES.

• Proposal No. 2 (Belgium):
          U.O.B./B.O.U.-Belgium proposes that, for future C.O.M. World Shows, each breeder may exhibit up to five (5) birds per individual class, instead of three           (3) birds as at present.
          O.M.J.-E.C. advance notice: YES (in favour).
          Results: Austria, Belgium, Croatia, Czech Republic, France, Germany, Great Britain, Israel, Italy, Netherlands, Portugal, Spain and Switzerland: YES.
          Congress decision: YES.

• Proposal No. 3 (U.O.F./C.O.M.-France):
          It is possible that certain member countries wishing to organise a World Show may not possess the level of expertise required in relation to Singing Canaries           (Sections A, B, C). In such a case, it is imperative that the moment they present their general conditions for the organising of the World Championship, that           they indicate such a difficulty and that they commit themselves to seek the assistance of specialists. O.M.J.-E.C. O.M.J.-E.C. advance notice: YES (in           favour).
          Results: Austria, Belgium, Croatia, Czech Republic, France, Germany, Great Britain, Israel, Italy, Netherlands, Portugal, Spain and Switzerland: YES.
          Congress decision: YES.

4B. Technical proposals (results): This year there is no O.M.J. technical proposal.

5. Other issues:
          • O.M.J. judges examinations: O.M.J. identity cards and badges of the judges who have passed their examinations in 2004 are issued either directly to those           in attendance or, for those not present, to the delegates of the respective countries:

          • Technical communication:
                    O.M.J.-E.C. updated its “Information-Instructions to O.M.J. Judges”.

- Allocation of judges for the 2005 World Championship “Bad Salzuflen”

          a) Presentation of the Control Commission and responsibilities in respect of each individual section.
          b) Updating of “Information-Instructions to O.M.J. Judges”.
          c) Allocation of Judges by section and team, and distribution of technical documentation.

There being no further business to discuss, the General President brought proceedings to an end at 20.00 hrs.
